Special Populations in Emergency Management: Sinai Health System Decontamination Drill Mainstreams Special Populations

Abstract:
Treating people who have disabilities and special needs in a disaster scenario can present challenges to health care organizations. It was often thought that organizations should treat the ambulatory patients first, and once their needs were met, the organization could then focus on individuals with special needs. Sinai Health System (SHS) recently conducted a full-scale decontamination drill that focused on how to effectively and efficiently meet the needs of its various special needs populations, and has shown that people with special needs can move through an emergency situation at the same time as all other patients. This article discusses how SHS prepared for the drill, how they recruited participants, gained informed consent, and performed the decontamination drill.
