Developing towards a knowledge‐based economy via national S/T management: the case of Singapore

Abstract:Knowledge has been increasingly salient as a source of competitive advantage. With the national effort of building up the knowledge capacity, Singapore has been upgrading her economy into a highly ranked competitive position in the world. Through reviewing the past few decades of the development of Singapore, the study identifies factors critical for the country's success. These are: government endeavour in developing a R&D culture; diffusion oriented S/T policies; developing R&D manpower; having a highly authorised agency to implement S/T plans. Findings provide insights for other countries, especially those less developed, that are making similar efforts.
