Abstract:

The process of political development includes the elements of nationalism, specialized government structures, institutionalization, participation, urban leadership, secularization and social mobility. Application of these criteria to the Middle East reveal that the Arab nations remain in a transitional phase for a variety of reasons. Israel, on the other hand manifests all the elements of political development and is unique in that these elements preceded the technological modernization.
