Legal Analysis of the New Saudi Procurement Regulations

Abstract:
Improving procurement and developing better products and services have been priority aims for the Saudi government since the 1990s. In the late 1990s, the government began to introduce several economic and legislative changes with the intention of developing the public sector. Among the main aims of this approach were simplification and modernization of the Saudi public procurement regulations and opening up the competitiveness of the market place. This article explores public procurement regulations in Saudi Arabia and focuses in particular on analyzing the New Procurement Regulations and comparing the New with the Old Code.Keywords: legal analysis; new Saudi procurement regulations
