Abstract:

This article describes the change in thinking that led to the development of OhioLINK. It examines the how the consortial licensing model works and looks at some of the research carried out into the questions raised by such arrangements. It concludes that, while some of the consortia's objectives have been achieved, continuing co-operation is vital to ensure ongoing development and to address those issues which remain unresolved.
